"The Twelfth Five-year Plan" is not only the important period of our country to thoroughly apply the scientific concept of development, all-round development well-off society and actively constructing harmonious society; but also the period of roadway, waterway, shipping comprehensive transportation system Internal capacity structure readjustment, transform the economic growth pattern and change to modern service. Comprehensive Transportation System is a complex system that includes railways, highways, civil aviation, and waterways, pipeline transportation. With the express developing of Chinese society economy, the reasonable comprehensive transportation has become one of the basic elements of the entire national economy continued rapid development. Constructing NaXi county scientific comprehensive transport network system, is the mass material and spiritual civilization life need, is social economy and transportation development needs and follows city sustainable healthy development needs.This paper first analyzed and concluded NaXi county "the 11th five-year" highway and waterway transportation development situation. From network density, connectivity, macro technical level, theoretical scale such as size indexes, comprehensive evaluation highway development level and summed up the existing problems. Subsequently, the paper applied GM (1,1) model of grey second calibration, brown double exponential smoothing, the peel growth curve and polynomial regression methods for predicting the population and GDP which were NaXi county two main economic indicators. Separately, adopting regression analysis method and comprehensive consideration of the economy, population and land influence of passenger-cargo traffic volume area allocation proportion model, based on the population and GDP objective important degree regression model carried out related passenger traffic volume and manners. Next, using the urban system planning method divided NaXi County into towns and villages of two different levels. Then based on the road network, using prime method calculated the node connections and constructing the theory of minimum support network county tree. Comprehensive consideration of the node accessibility, bypassed level, geographic topography condition, characteristic of industrial development required factors, repeatedly correct network optimization to complete NaXi County highway network layout and planning.Under the situation of the analysis of NaXi County urban development goal, the social and economic development and transportation development characteristics, according to the NaXi county future economy transportation demand and Passenger and freight traffic volume forecast results, identify and optimization NaXi County highway planning areas passenger and freight station layout, in order to make all kinds of transportation mutual coordination, promotion and enhance regional passenger transportation system level of service and efficiency. At last, the paper was made comprehensive analysis of the development of the port economy's hinterland, transportation conditions and the port's strategic position in the county-wide. According to market survey and the previous traffic volume forecasted the planning years port throughput, then determined the coastline of each ports utilization, main port function, nature and shipping increase, traffic volume. Then depending on through ability and throughput comprehensive balance method, calculate technical and economic indexes of port, making sure each port water and ground region plan. According to the national and provincial rail network planning as a guide, this paper made a reasonable planning of railway development direction and circuit orientation related to NaXi County.
