In recent years, the statistics of the construction of flood control and flood disaster situations show that with the continuous social and economic development, population increase, people's scope of activities continues to expand, relying solely on the construction of flood control works to prevent flooding has become more difficult, while its costs are increasingly expensive. Therefore, we should try to develop non-engineering disaster mitigation measures to minimize flood losses, and as the application of computer technology and the development of hydrological hydraulic disciplines, using a variety of complex algorithms to solve the equations to simulate flood routing process to non-existent too much difficulty. At present the greatest difficulty is the collection of raw data, such as the river's length, cross-section data, population, residential distribution of elements.This article related to the use of GIS technology for data collection and processing, the application HEC-RAS simulation software, data processing components such as ARCGIS, HEC-GEORAS, to simulate the Shule River region in 2000 a case of floods in the downstream region of evolution. This paper is divided into the following sections:Firstly, this paper first reviewed the existing results, and summarizes the evolution of several flood simulation methods, and doing an important introduction for hydraulics ways , gives a relatively simple numerical calculation. Secondly, introduced the principle of geographic information system's methods and representation of the software ArcGIS, HEC-RAS's principles and functions , and also describes its use.Then introduced the land-area data processing methods about Shule area, such as the establishment of regional high-precision dem and dom data, and related auxiliary facilities overlay map layers and so on. At the same time we calculate the initial dam-break process and dyke breach shape simply, and then we compute the dyke breach flow. With this, we have set the laid of foundation of the initial boundary conditions.Thirdly, we use of ArcGIS software, and HEC-RAS software to simulate the evolution of Shule River Flood and obtained a detailed map of the data and results from the simulation. The various sections of the water level, flow diagrams and so on can also be achieved from this calculation。At last, with the spatial analysis of geographical data , we obtained Shule district's flood risk maps within the scope of the village-level. So the relevant decision-makers and residents can obtain information of risk-averse.Finally, the work of this paper are summarized. Proposed a corresponding improvement.
