Integrated gasification combined cycle is a kind of clean-coal generation technology which developed from 1970s. It mainly refers to making the coal, biomass, petroleum coke, heavy residue oil and many other kinds of carbon fuel gasify. After purification, the complex gas is used in the combined gas-steam cycle to produce power.IGCC is an advanced clean power technology which adopts gas combined gas-steam cycle and has a high generating effect up to 45%. IGCC has a different burning way from the traditional coal, it makes the coal gasify and then treats the gas with the technology of mature chemical purification which can realize pollutant removal efficiency to 99% and recycle high purity of sulfur and other by-products. This can easily make the emissions of NOX under a low level.By analyzing the development of IGCC power stations at home and abroad, the program about an IGCC power station in Tianjin Nangang Industrial Zone is researched. And then an Overall program is brought forward. The power station is located after careful argumentation and comparing between several primary locations about the feasibility and advantage. The power load is forecasted by Load density method to get the capacity of the generator. And then the gas turbine, waste heat boiler and steam turbine are selected. Finally, the overall project plan is justified by analyzing the economic and social benefits.The IGCC power station in Tianjin Nangang Industrial Zone project proposal based on this paper has been sent to the National Development and Reform Commission. The selected site has been leveled, the main equipments have been determined. Relevant roads laying, gas pipeline configuration, water supply assessment have been completed and the auxiliary equipments are equipped at the tender stage. This project has been in the beginning of construction phase. All of above justify the feasibility and advantage of the program in this paper.
