Research On The Economy Cost-benefit Of Environmental Impact In Green Railway Alignment Selection

In the construction and operation process of railway construction projects will have an important impact on the surrounding environment. With the implementation of Railway sustainable development strategy and the proposition of " Green Railway Alignment Selection ", railway construction are requested to take natural conditions and ecological environment along the railway into consideration in the process of determination of the basic trend of lines, route alternatives selection, determination of the spatial position of route, and layout of various buildings alone the lines. In this way, the damage to environmental quality caused by railway construction project can be as small as possible.There are profound economic reasons which cause environmental problems. So, it’s very necessary to solve environmental problems using economic means. All kinds of environmental impact which cause by railway construction projects can be quantitative using the environment impact economic cost-benefit analysis method. The environmental impact on the profits and losses can be monetized through the intuitive monetary unit, which can translate the environment information into clear economic information, and improve the scientific of decision-making on environmental problems, and can improve the public’s environmental protection consciousness. This paper put forward the ideas and methods of applying the evaluation model to Railway alternatives selection. The study plays a positive role and has practical application value to the Green Railway Alignment Selection.Based on describing and analyzing the environmental impact of economic evaluation, through identification of factors, the paper indexes system and procedure of economical losing assessment of environment impacts in Green Railway Alignment Selection are determined.Adopting reasonable methods of environmental valuation, the monetary loss of environmental damage has been measured from six aspects of land resources, water and soil resources, vegetation resources, animal resources, the sound environment and landscape environment. The visual function modle of economical profit and loss assessment of environment impacts in Green Railway Alignment Selection have been realized by program designing with VB2005.Take the case of haitian-qingdao railway to verify the assessment methods of economical profit and loss of environmental impacts.Finally, this paper analyzes the conclusion, points out the inadequacies in this study, and put forward many problems to be studied further.
