The rapid development of social economy drives the development scale and speed of air transportation. At the same time, the short-term fluctuation and long-term rapid growth of the airspace traffic flow make the controller's workload of sectors unbalanced, which requires the airspace sector planning from the short-term and long-term aspects. In this context, through the simulation analysis of airspace, the dynamic planning and optimization of airspace sector are studied for the dynamic change of air traffic flow.Firstly,it is summarized that the research status of airspace sector planning and limited dynamic resectorization at home and abroad. The related concepts of sector dynamic planning are introduced. In addition,it is described that the simulation optimization idea combined with the Total Airspace and Airport Modeller.Secondly,in order to adapt to the control characteristics of different airspace sectors, the complexity theory and capacity evaluation idea are used for reference to analyze the influence system of sector control difficulty.Based on the experiments of TAAM and control simulator,a controller's workload evaluation model is constructed by using BP neural network. In addition, the accuracy of the model is analyzed to verify the reliability of the model.Thirdly,in view of the problem of frequent excessive controller's workload under the operation of the original sector structure caused by the long-term and massive growth of air traffic flow,a sector partition model based on sector functionality is proposed.According to the functional area, the Voronoi diagram of airspace is founded twice, and the simulation optimization of combination of TAAM and genetic algorithm is carried out with the goal of controller's workload balancing.Fourthly, because of the unreasonable allocation of control resources caused by the short-term fluctuation of traffic flow, according to the control workload margin to coordinate the allocation of sector control resources,an optimization model about dynamic merging and separating of sectors based on dynamic planning is proposed. The frequency of sector merging and separating and time interval are analyzed.Taking Lanzhou approach airspace as an example, the airspace sectors are divided in the future scenarios, and the optimization of the dynamic merging and separating of sectors is carried out in the existing scenarios. The results show that the controller's workload is more balanced, the control behavior is coherent and the number of optimization iterations is less. The results of the optimization model about dynamic merging and separating of sectors show that the variance of controller's workload allowance is smaller and the risk of control work is smaller. The results show that the research method can effectively solve the key problems in the dynamic planning of airspace sector from the short-term and long-term aspects according to the characteristics of sectors and the changes of traffic flow and controller's workload.
