Study On The Planning Compilation Strategies Of Statutory Plan In The Area Outside Shenzhen Special Economic Zone

Applying a scientific approach to its development strategy,Shenzhen has created an miracle in the urban development including the economic and social development,with the objective of building a"Harmonious Shenzhen, efficient Shenzhen",.The area outside the Shenzhen Special Economic Zone has also developed rapidly. However,with the rapid development, it has now become uncoordinate between city developmen and city management. It also has become a problem in the planning compilation of statutory plan in the area outside the Shenzhen Special Economic Zone. The government and urban planners have paid more and more attention on how to adjust the planning compilation strategy of the statutory plan, to provide a scientific basis for urban planning management and to solve the problem of area outside the Shenzhen Special Economic Zone.Firstly, this article recognizes that the statutory plan of Shenzhen has more strong legal nature both in the approval system and the establishment system,based on the interpretation of the statutory plans'programming and content and the comparison with regulatory plan which is in the national planning system and is the same level. And campared with the outside, the statutory plan inside Shenzhen Special Economic Zone is more refined, more emphasises on improving the quality of the city, while the outside is still emphasises on the preparation of statutory plans the primary problem in city development. So, it will not resolve the difficulties of the outside if the statutory plan outside the Shenzhen Special Economic Zone is in accordance with the fashion of the inside statutory plan. The statutory plan outside the Shenzhen Special Economic Zone should be based on the actual problems of the outside and enhance the adaptability of the statutory plan.Secondly, there are many problems in the preparation of statutory plans of the outside: landuse structure irrational; low efficiency of land use; weakness of public infrastructure; poor city image. And the Land Management of the outside is "dualistic", so that these problems become serious. Meanwhile, the less input material in the urban plan of the outside causes the low level of planning and the weak planning control, and urban construction occure before the plan. All of these make the prombles more prominent. Although the methods of the outside statutory plan have made some adjustments,and make the plan basically effective control of the land for public infrastructure. However, there are still many problems,for example: targete poor, content arbitrary and implementation weak. Then, on the basis of the combination of short-term and long-term goals,the relevance and unity of the whole idea, this article think that the area of the statutory plan in the outside should be divided into five types, and each type should take different strategies.Finally, the study suggests that the strategy of the same type area should be basically the same. The respectively strategy is:1. Guide the development areas: compliance with long-term development goals, use land scientificly and rationally;2. Urban renewal areas: strengthening the operational, land distribution should be detailed, focusing on the overall control index.3. Ecological Reserved areas: strict control on land use and build, maximize public open space;4, Controlled development area: strict control on new construction for further exploitation or urban renewal when the time is ripe;5, Special areas: control and carry out future specilal studyThese strategies aim at improving the relevance and consistency of the statutory plan compilation in the area outside the Shenzhen Special Economic Zone.Also hope to boot the adjust the landuse structure, improve land use efficiency, improve public infrastructure, create a better urban environment,and make the internal and external integration.
