Application Research Of Urban Design In Preparation Of Statutory Plan Of Shenzhen Guangming Central District

The"the City Planning Ordinance in Shenzhen City",which was issued and implemented In 1998 , has established the city planning system taking the core of statutory plan in Shenzhen. statutory plan has brought remarkable results in the past ten years,. There were totally 87 statutory plans approved, which played a positive role in industrial transformation and urbanization promotion in Shenzhen. On the one hand, as an administrative basis for planning administrative departments to ensure the orderly transfer, development and construction of city land, the statutory plans have played a vital role in the controlling and guiding of special economic zones construction. On the other hand, the statutory plans have made the planning management entered the orbit of administration according to law from blur, and has changed the behavior of drawing, examining and endorsing the plan with a closed door in the past.Statutory plan has made great achievements to the management of urban construction in Shenzhen, but the past shortcomings in the statutory plan can not be ignored. One of the most prominent issues is that statutory plan is far too weak and pale in shaping the city's character and the physical space. At the same time, it is well known that shaping the city's character and guiding the city's physical space are the advantages of urban design. Therefore, this dissertation concerns how to integrate urban design into statutory plan to overcome the past shortcomings of statutory plan, so that statutory plan could control and guide urban development more comprehensively and profoundly.Firstly, the study background of urban design for Shenzheng Guangming CentralArea is reviewed to point out the construction conditions of Shenzheng Guangming Central Area. Secondly, the relevant circumstances about the urban design and statutory plan of Shenzhen, such as the building process and main contents of urban design and statutory plan, are analyzed. On this basis, the urban design concepts and methods in statutory plan are proposed.Urban design process and control of Shenzheng Guangming Central Area are important parts of this dissertation. In this dissertation, based on the research and analysis of urban design process in Guangming Central Area, the main contents and organizational processes in the three stages of international consulting, workshops, and the detailed urban design are clarified. On this basis, through further research, the urban design elements of Guangming Central Area are determined. Then, based on the deter mination of urban design elements, this dissertation discusses the organization of urban design elements for Guangming Central Area.The core content of this dissertation is the application of the outcome of Guangming Central Area urban design in the statutory plan, and is implemented mainly by the following three aspects: First, the translation method of statutory plan to urban design; second, the translation of outcome of urban design in the text of statutory plan; third, the translation of outcome of urban design in the index of statutory plan. Through the application research of the outcome of urban design in the statutory plan, this dissertation reveals the probability and implementation of urban design into the statutory plan, and also contributes to further improving the construction of statutory plan.
