With the rapid and stable development in economy and society of China, state grid grows rapidly. Stability control of large-scale power grid is increasingly being more and more important for its development. Primary frequency regulation, characterized by high frequency adjust speed and short response time, becomes an important method to ensure the stability. Nowadays, hydroelectric generation occupies a quarter of China's total generating capacity and is an efficient platform for primary frequency regulation because of its flexibility, quick starts and stops and strong adjust ability, etc. However, subject to the change of hydraulic head and water hammer effects, there isn't unified testing method and proper testing equipment, which causes the performance of primary frequency regulation on hydroelectric generating units in different level, or even do not have this function.This paper makes a brief introduction of primary frequency regulation including features and technical requirements. Summarizes the application, points out the main problem of test and expounds the principle and implementation of which applied on hydroelectric generating units systematically.This paper also proposes an improved test program for medium and large hydroelectric generating units after some research on the performance and test problems of primary frequency regulation based on the operational situation in Hunan Fengtan hydro-electric power station. Taking the units of 200MW in Hunan Fengtan hydro-electric power station as study case, systematic performance test was carried out. Hydraulic turbine units and mathematical model of speed adjust system was established. With the help of Matlab platform test system, primary frequency regulation closed loop test and comprehensive digital simulation was carried out. By detailed analysis, valuable basic data was accumulated for medium and large hydropower generating units (particularly for Fengtan hydro-electric power station). Finally, targeted and significant conclusions was concluded focusing on the impact factor of primary frequency regulation in Fengtan hydro-electric power generating units.
