This is the Civil Aviation College of Nanjing University of Aeronautics and the use of civil aircraft engineering center with the cooperation ACAC ARJ21 aircraft maintenance program (maintenance review board report, MRBR) project background, the project from 2006 until the end of 2009. This paper is based on the project of ARJ21 aircraft maintenance program (maintenance review board report, MRBR) which isdone by the RMS center of the Civil Aviation College,NUAA and Commercial Aircraft Corporation of China, Ltd.From 2009 until now, maintenance program has been upgraded several iterations. The paper is mainly studied on structural damage and fatigue damageThis article describes the civil aircraft types and definition of structural damage and fatigue damage, then mainly studied on following three areas: firstly, the paper analyzes the methods of structural fatigue damage for the first time inspection and maintenance tasks, based on inspection crack length, the paper proposed the improved rough set theory AHP method to determine the length of the fatigue test from impact of factors of the evaluation system , then according to the final curve to determine the maintenance levels and maintenance intervals; secondly, the paper studied on the characteristics of the actual use for the aircraft in the process of fatigue damage, based on actual used data. Time delay model is proposed to optimize aircraft structural maintenance repeat interval; finally, according to Airbus sampling method and existing sampling theory, the paper proposed a new sampling method, Its purpose is to assess the structure of the above two methods to determine the suitability of the fatigue check interval, so that problems are identified, the aircraft of non-sampling appropriate protective measures. finally, according to Airbus sampling method and existing sampling theory, the paper proposed a new sampling method, Its purpose is to assess suitability of the fatigue check interval which the above two methods determined, so when problems are identified, appropriate protective measures could been taken on non-sampling aircraft.
