Public facilities play an important role in exerting urban public service functions, building a harmonious and stable community, improving the quality of life for residents and the quality of the urban environment. In the planned economy, government invested and constructed it Land was free. Today, in the market economy, for the paid use of land, there is some regional imbalance in the public facilities. The one is redundant construction in some places. Another is luck of public facilities, that not only affected the quality of living standards and coordinated development of the city, but also produced "school less", "treatment less", "pension less "and other issues. Thus, the construction of public facilities should follow the law of make economy, but the existing standards and method for public construction stay in the planned economy model, which resulted the public facilities out of control.First, this paper has a basic overview of the theory of public facilities, and summarizes the control content, methods of it. It comprises the present public facilities'actual implementation with planning in major domestic cities. It is found that the construction of public facilities delayed, layout and scale of land use changed. It also researches the insufficient of control method. Under the condition of economic market, we combine public facilities with land economy evaluation's theory. Second, it makes a simple induction about land economy evaluation's theory, methods and content. In the regulatory detailed planning, the public facilities'land layout may accord the land grading evaluation, and the public facilities'scale may accord the basic land price evaluation. The land grading evaluation mainly need to analysis the factor system, define the weights of factor, take out each factor score depend on GIS, and division land level depend on AHP and total score frequency methods. The public facilities'layout lands depend on the land grading evaluation and"service radius method". In addition, basic on the land grading evaluation, we estimate the basic land price by coefficient correction method which we estimate rate depend on. Then, we estimate residental population for optimizing the public facilities'scale. Finally, with the land economic evaluation's method, we optimizing the public faclities'layout and scale of Libai new district, Jiangyou.
