The development of urban public services has been the focus of social concern,public service facilities was also an important part of urban construction. As animportant link in China’s urban system, middle-scale cities has served as the vitallink connecting metropolis, small-scale cities and vast rural areas, due to theirweak economic strength, lack of funds and less of enough attention of the localgovernment, the construction of urban public service facilities in middle-scalecities has not keep up with the urban development process. It appears that the lackof total public service facilities, incompleting grade distribution system, irrationallayout, therefore, at this stage, to improve the planning of public service facilitiesof the middle-scale cities and rational distribution of the facilities has become theproblem that should be solved as soon as possible.Basing on the urgency of the above problems, this thesis tries to researchpublic service facilities of classify system, grading system and layout method, inorder to providing some guidance in principle on layout method of public servicefacilities planning of middle-scale cities.This thesis is divided into five chapters.Chapter one is the introduction part of the thesis, and it briefs the research ofbackground, purpose, significance and clears the object of range, content, researchmethod and frameworks. Chapter two mainly elaborates the planning theories,layout theories and layout methods of domestic and international public servicefacilities, in order to laying the theoretical basis for public service facilitiesplanning of middle-scale cities. Chapter three contains the research of classifyingand grading system of public service facilities on middle-scale cities, which is oneof the core content in this paper. By comparing the national standards and localstandards, guidelines, this chapter summarizes the criteria for classifying andgrading standards of public service facilities on middle-scale cities. Middle-scalecities are divided into five classifications and four grades. This chapter alsoprovides the specific contents of the various types of public service facilities.Chapter four contains the research of layout method of public service facilities onmiddle-scale cities, which is the core content in this paper. By analyzing theinfluencing factors of facility layout, such as spatial structure of cities, trafficconditions and influencing by other facilities layout, and other factors, and alsodiscussing the principles and theoretical models of planning and layout of publicservice facilities, finally, this chapter derives the layout method of public servicefacilities on middle-scale cities. Chapter five is the empirical test for the finalresearch of this paper through the planning and layout of public service facilitiesof Tonghua. Earlier this year, China’s urbanization rate had past more than50%, whichmeant more and more people had come into the cities resulting a variety of thedemands for public service facilities. Therefore, this research has positivepractical and theoretical significance for speeding up the system construction ofChina’s public service facilities, and improving the theory of public servicefacilities planning and layout methods.
