| With the development of Chinese automobile industry and the accelerated urbanization processes, automobile has gradually entered into ordinary people family. Meanwhile, the rapid growth of the private car ownership makes the urban transport issues also emerge day by day. Traffic congestion and poor traffic flow has greatly affected people's travel speed, thereby affecting the production and efficiency. Urban traffic congestion has become a traffic chronic that be proved difficult to resolve in the second-tier cities. In practice, on the basis of the existing transport infrastructures, the effective solution to urban traffic problems is to improve the information level of traffic management and can solve the problem fundamentally. As the fastest growing highway construction and populous country in the world, China is also accelerating the process of traffic information. Based on the decentralized traffic information system of the existing transport department, it constructs Intelligent Traffic Information Systems based on "cloud computing", which implements dynamic traffic information collection, processing and analysis, then releases dynamic traffic information, reports highway condition trends, conducts travel plans and plans drive routes in time. Therefore, all of these diverts traffic congestion effectively and improves traffic efficiency.The paper firstly analyzes the composition of intelligent traffic information systems; and then discusses the core subsystems of the intelligent traffic information systems–The development and research at home and abroad of Advanced Travel Information Systems, analyzes in details and researches thoroughly the important position and application of "cloud computing" technology, dynamic navigation technology and mobile communication technology in traffic information. At last, according to the software engineering methods, design solutions of intelligent traffic management system based on "cloud computing" are proposed.
