With the high-speed development of economic and the constant progress of the society, the city size is being expanded constantly and the amount of the automobile increases sharply. Therefore such traffic questions as the traffic jam, traffic accident etc perplexing the urbanite's daily life more and more and they have caused social economic losses and air pollution etc. ITS (Intelligent Transportation Systems) have already become the effective method to solve these problems. The countries all over the world invest a large number of financial and manpower resources in carrying out the research on ITS and have made the rich achievement. With the ITS studied continually, based on some weaknesses in the application of ITS and the situation of the city traffic current development in our country, the strategic scheme has been put forward that Urban Traffic Common Information Platform (UTCIP) is put up. In the notion that the urban traffic is a great system, It is the UTCIP that realizes the collection, processing, organization, storing, releasing and sharing of the fundamental traffic information and finishes the integrating of the fundamental traffic information and the cooperation and merger of ITS subsystems and at the same time offer the information services and aid decision based on the whole urban traffic system range for the main body of user of ITS at every level. The construction of UTCIP is helpful to realize the intelligentizing, integrating, visualization, coordination of urban traffic. UTCIP is a powerful tool offered for solving the urban traffic problems. This dissertation is supported by the project of "Study on the Collection and Fusion Technology of the fundamental traffic information"launched by the nation and Shenzhen project of "Study on Traffic Information Collection and Traffic Common Information Platform". First, this dissertation analyses and research on the architecture of an ideal UTCIP, Following the analyses the situation and deficiency of development urban Intelligent Transportation Systems (ITS). Then, it further analyses the application of Geographical Information System for Transportation (GIS-T). Finally, it study the Optimum Route Search based on the GIS-T in UTCIP and propose a route optimum method: Heuristic Traveler Character Based Method (HTC-B Method). The more details are as follows: Chapter 1: Introduction. This part first Introduce the research backgrounds of the dissertation and the development of domestic and international ITS. Then the author illuminates the research purpose and significance of this dissertation and provides the main contents. Chapter 2: Demand analyses of the UTCIP. First, according to the characteristics of urban traffic, the notion of the Urban Traffic Common Information Platform has been put forward and fulfilled in China to counter the weaknesses in the filed of ITS. The purpose and significance of the UTCIP in the ITS is analyzed. Then, the Users and Service Providers in the UCTIP are analyzed in detail. Thus the service range of the UCTIP is defined. Finally, the information of the UCTIP is analyzed on information demand, information classification, and information characteristic, which is prerequisite to confirm concrete scheme of data collection and to build database. Chapter 3: Architecture analyses of the UTCIP. First, the functions of the UTCIP are analyzed and discussed including UTCIP overall functions and basic functions. Then, the function layer construction and logical architecture of the UTCIP are brought forward. Based on logical architecture UTCIP is divided further into eleven subsystems including Data Collection System, Data Input System, Data Fusion System, Geographic Information Systems for Transportation (GIS-T), Database Manage System(DBMS),Data Mining System, Integrated Traffic Information Processing and Analyzing System, Intelligent Decision Support System(IDSS), Data Output System, Traffic Information Dissemination System, UTCIP Management System. And subsystems are analyzed respectively. Finally, data stream processing of ideal TCIP is described and analyzed.
