In Brzezinskis book,The Grand Chessboard: American Primacy and ItsGeostrategic Imperatives,the Central Asian region is known as the EurasianBalkans.Countries in the region “is not only in unstable regime, but also to attractand entice stronger neighbors to invade, and each big country is determined tooppose the invasion of any one of the other great powers to dominate theregion.”The area is “ethnic melting pot”, there is a great border dispute betweencountries in the region,Some countries have already been in violent conflict,ButBrzezinski also stressed that Central Asia is extremely important geopolitically,“Theywill certainly control a more direct connection Eurasia things at both ends of therichest most industrious transport network”, and the Central Asian region as well ashas an important economic position,“the region has the huge gas and oil reserves,including gold and important mineral resources.”Central Asian region is both extraordinary valuable and fragile, there are manytricky “pain points”and great potential in the region.The cooperation of transboundary water in Central Asia is one of these“painpoints”.Central Asian countries are basically agricultural country, and the agriculturein Central Asian countries is water-based irrigation of crops, hence the water is ofgreat significance for the Central Asian countries.Moreover, although Central Asianregion is rich in mineral, but as the river upstream countries, Tajikistan andKyrgyzstan, are far poorer than downstream countries in mineral, particularly in coaland natural gas. Thus water resources for upstream countries also means electricity,heating sources.An dispute between irrigation and power continues spirally to thedeteriorating direction.Water dispute gradually becomes the“pain points” in new EurasianBalkans.“Shortage of water makes the water in Central Asia became a low-gradesource of tension between the countries.” International resources and securityexpert Peter Gelaike thought, water has become a factor of“high politics”in CentralAsia, and“the possibility of conflict associated with water is increasing.” Due to the natural geographical features and historical and economiccharacteristics, after independence, the five countries in Central Asia began toestablished the international regimes about transboundary water. Because theinformal international regime has obvious advantages in terms of speed, simplicity,flexibility and privacy, so in the early independence years, the five countries chose toestablished informal international regime to resolve the transboundary waterproblem. During the early days of independence, informal international regimecooperation in transboundary water resources in Central Asia provides a platform fordialogue and cooperation to enhance the awareness of water issues around theregion, promoting regional integration of transboundary water resourcesmanagement form. At the same time, reviewing the past, basing on the present,looking to the future, there are still many problems about the existing informalinternational regime cooperation around transboundary water resources in CentralAsia. If these problems can not be resolved, transboundary water cooperation inCentral Asia will not be able to continue to deepen, what has been achieved will alsolose its meaning.This article will sort out the cooperation of transboundary resources in CentralAsia in perspective of informal international regime, and explain the formationreason of the regime from the nature and history reason,propose some suggestionsfor the future development of transboundary water cooperation in Central Asia...
