At present, boundary water resources has become the Hotpoint and focus in all of the countries in the world, the international relations become more and more intense and even cause international conflict. Mainly because of shortcomings and problems in many international legal regulation of water resources utilization of cross-border, the existing problems and put forward corresponding measures and suggestions to improve the present situation, the rules of international law on boundary water resources utilization, in order to ease the conflicts in different countries and to promote the harmonious development of the international community.Finally, problems and Enlightenment on the part of the reflection of our country from the international law problem of water resources utilization of cross-border,cross-border use of water resources to help China better, reduce conflict with neighboring countries, to help China gain a firm foothold in the National Forest of the world, to promote China’s sustainable economic development.In order to study the regulation of international law on the use of boundary waters as the main line, is divided into five chapters.
