Recent years have witnessed China’s economy rapid development, as well as the stable development of construction industry. The construction area has continuously risen. However, the extensive feature of this stage ignorance of the problem of interior thermal environment. This problem, on one hand can’t meet the demand of comfortable interior, on the other hand results in many high energy-consuming buildings which badly waste energy and pollute the environment. This situation fails to accord with national policy to build a resource-saving and environmentally-friendly society under the circumstance of energy shortage.Via qualitative and quantitative method, this article studies energy-saving technique economics in public buildings to find appropriate energy-saving techniques. This kind of techniques can heighten the sense of comfort in interior environment, reduce environment pollution, improve environment. Meanwhile, it can also have economic benefit. In all, this article aims at inspiring the thought of energy-saving building and promoting the techniques.Considering the importance of public building energy-saving, this article studies the public building envelope structure.The first chapter,after consulting literature, demonstrates foreign and domestic situation, including the difference of energy-saving criterion, energy-saving designing objects, the design thought of part, the impact factor of energy-saving, the indicator of energy-saving evaluation. In the end of this chapter, there concludes research content, method and theories.The second chapter studies the climate’s feature and the demand for thermotechnical design in cold area of Sichuan Province, and combine with the energy-saving technique criterion and standard of domestic public buildings and residential buildings, summed up commonly used structure of house face, wall, window and floor in public building.Third, by using the principle and method of orthogonal test design, the design of16kinds of energy-ef ficient building envelope components, which, using the parity level L16(44) orthogonal table, which has t he property of equilibrium dispersion and neat comparison between them. Methods by means of energy con sumption simulation, using the PBECA2012software, calculate the amount of energy consumption16schemes in operation stage. After queuing scoring method of preliminary analysis, influence on the energy consumption of palisade structure component order for outside the window, outside wall, roof and floor in this model.Forth, using the calculation mode of boq valuation of initial cost increment, energy saving building energy and non energy saving building. In combination with energy consumption software simulation results obtained in energy saving benefits, establishes an economic evaluation model which use energy-saving balance net value and dynamic investment payoff period. This can compare with energy-saving combination scheme. the margin net present value is greater than zero, and the dynamic payback period of investment is far less than building life period, therefore, that the energy saving portfolio have investment feasibility.The forth chapter establishes a economic evaluation model which use energy-saving balance net value and dynamic investment payoff period. This can compare with energy-saving combination scheme. By sensitively analyzing single and double factor, the result can obviously show the uncertainty sensibility of evaluation factor.The fifth chapter using the method of uncertainty analysis of energy balance net present value and dynamic payback period of investment’s single factor sensitivity, get the sensitivity sequence for the energy saving efficiency>discount rate>energy saving cost rate of change>electricity price growth and energy saving cost rate of change>energy saving efficiency>discount rate>electricity price. To balance a greater influence on the net present value of the efficiency of energy conservation and the discount rate for double factors sensitivity study, energy saving efficiency and the rate of discount changes at the same time to the influence degree of the difference between net present value and project risk.The last chapter testifies the technique advance and economic rationality by analyzing the office building of Jiuzhai Gou. And summaries the results of this paper, and propose domestic public energy-saving buildings.
