Study On Ecological Compensation And Cooperation Regulation Model Of Transboundary Water Source In Capital

With the speeding up of the process of urban construction, social economy get rapid development, population also rose sharply, a series of ecological problems of water environment like the shortage of water resources and water quality deterioration are more and more prominent.The ecological environment construction of water source and the safety of water directly involve development of society.But in the management,regional management is difficult to coordinate due to different administrative divisions、unreasonable ecological compensation in upstream and downstream and hard to coordinate regional management.These all lead to the confliction of environmental protection and economic development.The development of region is uneven.After Xi Jinping, general secretary 2.26 speech in 2014, the coordinated development of beijing-tianjin-hebei rises for national strategy.Beijing host the winter games in collaboration with zhangjiakou, opened up a new round of cooperation.In the face of planning called “Ten-three-five”, the national development has entered a new norm, construction of ecological civilization system is becoming more and more deeply.Beijing is the nation’s political、economic and cultural center. In Beijing, using water is highly gathered.The shortage of water resources of Beijing has great influence in social and economic development.As one of the most important water source in Beijing,most of the basin water in the Guanting reservoir is from Zhangjiakou and the basin body is in Huailai county.In order to ensure the water quality of drinking water in Beijing, zhangjiakou has made a great effort in the water source protection and ecological construction for a long time. At the same time, in terms of choice of industry development has also been a certain limit.Due to belong to different cities and provinces respectively,Huailai county and Yanqing county in Guanting reservoir basin have different development.Development imbalance, management mechanism and so on, they all hindered the region integration of Beijing-Tianjin-Hebei.In this article,by analyzing the natural and social environment of Huailai county and Yanqing county of transboundary water source of the Guanting reservoir,we can compare the ecological compensation and space control in the two counties.Then establish an indicator system of ecological economic sustainable development,explore ecological economic development pattern of the two counties and think the gap in development.Last, get the relevant countermeasures.Our purpose is to make Guanting reservoir basin build more appropriate ecological compensation mechanism,thus ensure water resources for Beijing.Narrow the gap of the development in Guanting reservoir basin at the same time,deep the cooperation in the two places,improve the development of Zhangjiakou and promote the integration of the three region.
