Majority of Chinese water source areas (WSA)are face conflict from ecologicalrestoration and local economic development. It directly restricts WSA of the ecologicalimprovement and economy development. The original intention implement of Traditional soiland water conservation measures was to protect WSA land resources, But blocking thereceiving of water supply channels. In order to guarantee the water supply to Intake Area,improving the traditional soil and water conservation measures was a practical choice toincreasing water supply to Intake Area. This paper explores the soil and water conservationmeasures of ecological water transport, on the basis, using the cost-benefit method,quantitative the type of ecological water transport input and the benefits, Accounting outspecific ecological and economic benefits and loss. Thus provide basis for ecologicalcompensation standards of WSA.Firstly, Discusses the traditional soil and water conservation measures on the adverseimpact of ecological water transport construction, and then given the ecological typemeasures configuration of water transport construction, Once again, introduces the waterefficiency coefficient as the standard of ecological benefit diversion, Using the cost-benefitmethod, and it can find out the compensation standard for ecological water transportmanagement. Finally, and the Northeast Valley as an example, make an empirical researchanalysis of ecological compensation standard on the ecological water management mode.This paper consists of six sections.The first chapter is introduction. In this section the background, purpose andmeaning concerning are introduced briefly. The second chapters are ecological water typemanagement related concepts and theoretical basis. The third chapters are through fieldsurvey and literature study to find out the reasons that the traditional soil and waterconservation measures are not suitable for management of WSA in large and medium-sizedcity. And according to these reasons, it discusses the main contents and specific measuresconfiguration implementation of ecological water conveyance management in WSA. Thefourth chapters are using the cost-benefit method, it can find out the compensation standardfor ecological water transport management. From the construction cost and opportunity cost angle to analysising the totals cost of the ecological water transport management, the increaseof the ecological value is as income of water governance. Introducing the water efficiencycoefficient as ecological benefit partition criteria, this can identify the ecologicalcompensation standards of Northeast valley. The fifth chapter is using the analysis of directinvestment and opportunity cost of ecological water transmission dredge as the total cost,ecological water transmission dredge can take benefits from the increase of ecological value.This paper introduces the water efficiency coefficient as the standard of ecological benefitdiversion, and fixes the ecological compensatory standards. The results show that the totalprofit from ecological water transmission dredge is RMB16317670.98;77.4percent ofecological income for intake, and22.6percent for water resource areas; The water sourcearea takes the total cost of the ecological water transmission management, after implement ofecological water transmission project, the intake area compensate the resource area ancompensation of RMB2258637.48per year. The sixth chapter is the main thesis and discuss.This paper on the accounting of ecological compensation standard within the watergovernance area, using regional water use coefficient reflects the ecological value in spacedifferentiation. Distinguish ecological income between inside and outside of WSA afterecological water transport management. Establish a meet cost benefit balance within thisregion of the ecological compensation standard accounting method.
