With the expansion of the city, population and vehicles in the city showing a high-speed growth, traffic demand is growing dramatically. In order to meet the requirements of urban traffic, urban road network has been replanned and rebuilded. However, the growth rate of urban traffic road resources as traffic supply lags far behind the growth of traffic demand. This makes the city road system is beyond its carrying capacity. Traffic congestion is getting worse.Road intersection is formed by two or more roads intersecting. It is the confluence of all the traffic flows. It can be called an important node of road system. All traffic flows converges and conflict seriously in here. Its capacity is less than the capacity of sections. Therefore, it is easy to form the intersection oversaturated traffic state and become congested node. With the intersection oversaturated continued, vehicles stranded continued to accumulate, chaotic traffic, traffic efficiency sharp decline, this will cause the vehicle queue overflow and traffic congestion chain reaction. Regional-based traffic gridlock will be formed. So, raising control effect of a single point oversaturated signalized intersection is an important strategy to improve the appearance of urban traffic. In order to improve the intersection signal control effect, the first is to get accurate traffic information datas of intersections. However, when the intersection is oversaturated, it’s traffic flow characteristics is more complicated, and a large area is affected. Traffic datas based on a traffic information collection equipment obtained will have a greater possibility of error. And the information collected will be one-sided. In view of the above problems, study of this paper will focus on a single point oversaturated signalized intersection. Lower costs of traffic detection equipment investment and more accurate traffic information data is the starting point. Get different parameters depending on the characteristics of the traffic loop detector and video detector. This article will get traffic flow and queue length based on Loop Detector and get vehicle delay time by video detector. Finally, we get multiple sources of traffic data by the loop detector and video detector. The average delay time, average queue length and capacity of intersection as the optimization target, oversaturated signalized intersection signal timing optimization model is established. Signal timing optimization model is validated in the Renmin Road and Dongfeng Road intersection. The evaluation of before and after optimization were analyzed by simulation. The results showed:That the average delay time and the average queue length for this intersection have different degrees of reduction; Social conomic benefits has improved significantly. The capacity of the intersection has been improved.
