Urban underground pipelines network, known as the lifeline of the city, is the basic guarantee of urban development, and it is mainly responsible for the urban energy supply and information transmission and wastewater discharge.However, nowadays management and approving of underground pipelines are revealed out many problems, such as complex management, heavy workloadand and approving accuracy. In addition, because of the complexity, diversity and concealment of urban underground pipelines network, traditional two-dimensions pipelines management mode is very difficult to intuitively describe and express the relation between pipelines and other things around it. It is evidently shown that build a 3D municipal pipelines planning aided and approval system based on Web which can display and analysis and approve pipelines in three-dimension perspective to assist municipal pipelines planning and decision is very significant for management department of urban underground pipelines planning. It also is the inexorable trend of pipeline informatization development.According to the research practice of Kunming municipal pipelines aided approval system and combining with concrete contents of municipal pipelines planning administration, this paper research and realization the 3D municipal pipelines planning and approval system based on Web, and investigate:1st, combining with Kunming municipal pipelines approving flow and the requirement analysis of system, this paper designs the pipelines data standardization for the electronic approval.2nd, this paper stipulates design methods of the pipelines planning data, realizes the data conversion of pipelines planning from CAD data to Geodatabase.3rd, to build the 3D municipal pipelines planning and approval system based on Web, refined 3D modeling of pipelines and massive data of 3D model visualization are discussed detailedly in this paper. Besides, planning aided functions are detailed descripted,such as collision analysis, section analysis of pipelines, earthwork analysis and so on.
