Nenjiang Water Diversion Project is located in low Songnen plain at the left of Nenjiang middle mainstream in the west of Heilongjiang Province. Due to the extreme conditions such as the larger floods, severe droughts and water pollution, the channel joint scheduling principle is more difficult than natural state. In order to deploy water resources scientifically and ensure sound operation of the project, it’s urgently needed to not only research and analyze the influences of the extreme conditions to the channel joint scheduling of Nenjiang Water Diversion Project, but also establish comparatively sound channel joint scheduling mechanism. The SPI and Matlab software are used to calculate the corresponding extreme conditions parameter values so as to determine the degree of floods, droughts and water pollution. Besides,on the base of the Saint-Venant equation for the unsteady open-channel flow, this paper develops a mathematical model which takes the minimum average rate of water shortage of per water user in per time period as the objective function. And finally a possible channel joint scheduling mode of Nenjiang Water Diversion Project, put forward under not only the individual extreme conditions including floods, droughts and water pollution, but also the coupling extreme conditions including flood-waterpollution and drought-water-pollution, will provide a theoretical basis for the actual channel joint scheduling in the future.
