With the rapid development of our economy and the dramatic transformation of the society, the nature and contents of local public affairs have generally broken through the boundaries of the original, and they are becoming more and more complicated and diversified, especially the classified management of urban household garbage. The traditional single center mode of government management has been unable to adapt to the current requirements of municipal solid waste management, and the government must actively seek collaboration and interaction between with other organizations. The center of waste management mode has changed from the government to the society, so the cooperation governance has become the new trend. However, more and more practice shows that cooperation governance will not occur naturally, and it will face a lot of trouble, but it just reflects the current subtle changes in the relationship between government and society. The longitudinal government management system and the lateral social governance system are two key components in achieving the goal of the modernization management. But because of the complex structural conflict between each other, cooperation governance often can not achieve the desired goal. On the contrary, it will appear the phenomenon of “two-way failure”, which are the failure of the execution of public policy and the malfunction of the social mobilization. On the one hand, the layer-by-layer execution of public policy can cause severe obstruction and attenuation; on the other hand, it is difficult to form polycentric governance network of urban living garbage classification, which will hinder the process of the garbage sorting. To avoid the dilemma of cooperation governance, it not only needs the longitudinal effectiveness of the execution of public policy, but also needs the benign interaction of organizational resources and the wide mobilization of plural society. Therefore, the cooperation governance of household garbage classification is a long-term complicated engineering.This paper is based on the specific case of the living garbage classification of “A” community, and discusses the phenomenon of “two-way failure” in the process of the garbage classification management. The full paper is divided into five parts. The first part is introduction, including the topic background, research significance, failure theory and the literature summarize of cooperative governance. The second part concentrates on the governance problems of public affairs in the process of urbanization, and explores the process of policy and the current situation of the garbage sorting of the main country in the world and Hangzhou area, also this part analyzes the relationship between the government and the society in the process of garbage classification of Hangzhou. The third part and the fourth part are the core parts of this paper, which are mainly based on the phenomenon of “two-way failure” in the garbage sorting of “A” community. Specifically, the third part discusses the government failure of garbage classification management and the attenuation process of public policy in “A” community. The fourth part analyzes the difficulties of social mobilization of garbage sorting in “A” community. The last part has made the discussion and reflection for the plight of cooperation governance of garbage sorting, including the failure of the implementation of public policy caused by longitudinal benefit gambling between government organizations, the failure of social mobilization caused by the lack of cooperation network, and the plight of public affairs cooperation management caused by the “two-way failure” in the longitudinal and transverse governance.
