With the development of urbanization,a large number of rural people has entered into big cities.To relieve the pressure of big city on population growth,local governments try to develop some public program to realize the circulating use of resource and to save energy.Such special programs are generally called "Not-In-My-Back-Yard" facility.These facilities have positive benefits to the whole society,but their corresponding costs are taken by a small number of people,thus resulting a series of social problems.If we don't deal with such problems correctly,it would intensify social contradictions,splitting the relationship between people and leaders,which may have negative impact on building a harmonious socialist society.Finding a way to handle such problems caused by building the "Not-In-My-Back-Yard" facility is of great value.In this study,we selected wasting incineration power facility building as an example and used SPS method to carry out the research.The SPS based methods were widely used in case analysis with advantages of structuration and practicality.By finding and summarizing the theoretical point,the SPS based methods could develop the resolution model that fits the cases.Such procedures might help jump off the theory plight of case analysis ever before.SPS case study method evaluated the current theory through a variety of methods by collecting the specific cases.Then,a new theoretical model,which was more consistent with the case characteristics,may be developed.Case analysis with SPS based methods was a dynamic research process,which means from theory to specific cases and from specific cases to improved theory again.In this paper,according to the sequence of events,the development process of waste incineration and power generation events in Xiantao City,Hubei Province was described.The whole events were developed in a routine order,initiation of the event secretly,suspension of the events caused by parade conflict,restart of the projects,and pre-operation.With the selected case data,SPS based methods verified the current theory,extracted the related subjects,analyzed the behavior of subjects and the corresponding results.Based on asymmetric information theory and game theory,we analyzed the reason of conflicts in "Not-In-My-Back-Yard" related events.Fortunately,we found that multi cooperation governance mode was helpful for solving conflicts in "Not-In-My-Back-Yard" related events.On this foundation,some feasible suggestions were proposed.
