Cost-benefit analysis is a practical method used for deciding policy and analyzing. It is the compensation or balance which some measure and investment involve fund to output, expense to revenue, cost to benefit. This method can provide some scientific evidence for planning and designing policy. Vessel Traffic Service, abbreviated VTS, is a complex large-scale system, its investment is large. In order to get the best benefit, to study the method of VTS cost-benefit analysis is necessary.In this paper, the method of VTS cost-benefit analysis has been provided. The following contents have been studied:1) The issue which VTS cost and function fit for its management function and degree of the port;2) The way of VTS cost calculation when economic evaluation in sense of governmental finance is carried on;3) The qualitative analysis of VTS benefit and its quantitative expressions;4) The frame of VTS cost-benefit analysis and its evaluation indices and error control;Using the method, the Shanghai VTS and Dalian VTS are evaluated respectively. The evaluated effect is almost the same as the result made by the Ministry of Communication.The method may be used for reference for VTS planning, construction, running, and management in our country.
