The International Management Code for the Safe Operation of Ships and for Pollution Prevention is introduced and the effect of its implement is investigated and analyzed in the paper. Then the essentiality and importance of the nationalization of ISM Code is studied by the method of principle component analysis and clustering analysis on the basis of comprehensive and detailed investigation. In the end, the economic and society benefit of nationalization of ISM code is forecasted.The result can provide assistance in making maritime policy and so has great significance.
