Seaport is a very important component of our transporting system. It is the joint of international trade transporting system and internal transporting system of our country. The whole layout and construction of the seaport affect directly to the layout of traffic system. It also influences the structure of integrative transporting system. Since the reform and opening of our country, our seaport got great progress. It functioned in our national economy, our foreign trade and many ways at the same time.Our country emphasis in elements construction resent years, especially in seaport construction. We contributed some important power berth, container berth and raw materials loading berth lately, which enhanced our seaport level in whole. While with the increase of trade capacities and the market more open, our seaport industry are facing great challenge.This article based on the planning theory system of seaport. I did qualitative analysis to yuanyang port through study of geography and natural condition. All of these are based on the systemic sum up of the original seaport condition and its existing problem. At the same time, through the stat of resent years (of the transportation of passenger and goods quantity) I found out the regularity of the transportation quantity. Considered of those affects the transportation quantity, for example, the changes of the economic structure, the adjustment of productivity, the development of foreign trade, the enhance of produce and life level, I built an model by which to express the quantitative relation and did some estimations. After the feasibility confirmation, I used quantitative analysis in order to forecast the throughput, the income of transport, produce cost, which is the basement of the layout planning of yuanyang seaport. Meanwhile, analyzed the finance index (financial net present value, financial internal rate of return, investment payback time, profit margin of investigate and so on) I got the safety, feasibility and economic reasonableness. For good measure, I discussed the resistance ability of various risks of yuanyang seaport through breakeven and susceptibility analysis. And I discussed protection of the environment, the management component and resource management, in order to give some reference to the development of yuanyang seaport.This article used programming and forecast theory, combining the calculation with the model analysis, achieved the colligation of theory analysis.
