For accomplishing the modern management of G. I. (Government Issue), The existing conditions of the international G. I. packaging was analyzed and national shortcomings and the reasons were point out in the paper so that the necessity of researching packaging requirements and CAD were present. Based on analyzing and studying G.I. packaging characteristics and circle environment, the G.I. was classified from packaging point. Using system engineering theory and expert system(ES) technology, the same packaging requirements are applied to the same class G. I.. According to the packaging requirements, using CAD technology as tools, the assistant design of transport container was completed, wooden container (Skid and Frame) were used as examples. Plying the DelphiS. 0 as tool, the G. I. packaging requirements and wooden container CAD System (PRICS)was developed with modularizing design, clear layers and simple performance, the scientific and reasonable packaging requirements and satisfying wooden container willbe decision-making and designing automatically by the G.I. packaging characteristics and circle environment.
