The Comprehensive Assessment Of The Quality Of The Training For Seafarers

The quality of maritime training units directly influences marine seafarers' technical quality which is a crucial factor for maritime traffic transport system.Therefore the technical level of seafarers to be trained is determined by the condition and quality of the training units. Accomplishments have been made since much work has been done before in controlling the training quality,but the study on the subject of training quality of seafarers is still insufficient in deepness and broadness,and is far from being satisfied.In this paper,the factors which influence the quality of the training for seafarers are studied from the point of view of the maritime administration.The quality of the training for seafarers is assessed comprehensively. On the basis of clarifying the importance of the quality of the training for seafarers,the author analyzes systematically the main factors which influence the quality of the training for seafarers .By using the method of DELPHI expert questionna? and the AHP method, the author establishes the system of assessing the quality of the training for seafarers and the weight of each index,and also forms the characteristic functions . Using the method of step comprehensive assessment in the fuzzy mathematics,the author establishes the fuzzy comprehensive assessment model,which can be used to judge the quality of the training for seafarers conveniently. The result of the study provides the standard for the maritime administration to administer the training unit and for the training unit to renovate itself.
