| Human factor is the most important factor that influents the marine safety.As statistics shows,factors that lead to the accidents from the ship itself are not the majority. Mostly the accidents are caused by the human faults.Seaman's competence is a key part of human factor.Subsequently,seaman's sufficient competence is the key factor of ensuring the marine safety."The Standard International Convention of Seaman's Training, Certification and Watching"(abbreviate with STCW78\95) only requires seafarers upon the minimum standards,there are great differences with the shipping company hired seafarer standards and the state actual situation.It's important to build a serious of standard of evaluating the seafarers' competence,to fully develop the resource of labor and make seaman management more scientific,standardized and modernized.China has promulgated and implemented "Examination,Evaluation and Certification Rule of Seaman's Competence of People's Republic of China".It regulates the main procedure and content that a seaman with the occupation of far-sailing obtains the competence certificate.The remarkable achievements and performance have taken places in implementing the assemble of competence.With the deep development of evaluating,accumulation of the evaluating experience and the feedback of evaluating information,the author believe that there are many flaws in the system of assemble of competence,and the author persist on that these defects have hampered seriously the normal evaluating work and influenced the performance and quality of evaluating.The article analyses the main factors that effect the seaman competence from the actual research situation of China and foreign countries.It constructs the model by the fuzzy comprehensive evaluation.During the preeess of evaluating,the analytic hierarchy process(AHP) is used to determine weighted corfficients of evaluation index. Finally,evaluation model is verified by the experiment,proved to be effective.It provides a theoretical basis for the maritime authorities to issue appropriate certificates of revised examination and certification rules and provide a clear direction for maritime personnel training.There is very important actual meaning for ensuring the marine navigating safety. |
