Safety of water traffic and efficiency of vessel traffic have been improved and the environment of water area has been protected by establishing and running VTS in China. Also they have benefited to great public and economic profits. Currently, the study emphasis of VTS has changed from hardware construction to running and management.The study work is mainly in four aspects: Basic Assessment; Fuzzy & Comprehensive Assessment; Functions Analysis & Benefits Evaluation; VTS' Running and Management.Basic Assessment: The dissertation assesses the water traffic safety monitored and controlled by NanLiu VTS basically and massively. In basic assessment, with existing method, the dissertation counts and compares the water traffic accidents before VTS' establishing and after VTS' running. As a result, the water traffic safety affected by VTS is evaluated.Fuzzy & Comprehensive Assessment: The water traffic safety of NanLiu VTS is evaluated by using the method of fuzzy & comprehensive assessment. The Six Key Points that mainly improves the traffic safety of VTS' water area is pointed out for the first time, and they are regarded as study objects. Analyzing their function degrees, bringing forward a mathematic model-The New Fuzzy & Comprehensive Assessment Math Model. With this model, the dissertation assesses the water traffic safety of VTS' water area.Functions Analysis & Benefits Evaluation: The tokens of VTS' benefits are summarized and the ideas of profits' account are analyzed. Based on the existing method, the dissertation brings forward the mathematic model to calculate VTS' safety benefits. It analyzes and evaluates NanTong VTS' safety benefits quantificationally. It also puts forward the suggestions for VTS' continuing charge constructively, analyzes VTS' functions detailedly and brings out the qualitative assessment of VTS' important role in NanLiu water area.'VTS' Running and Management: The dissertation analyzes the problems of NanLiu VTS' running and management and then puts forward thecountenneasures.The dissertation uses the existing math method in basic assessment. To be understood easily, the assessment results adopt the statistical vertical-square charts. The fuzzy & comprehensive assessment of water traffic safety is based on the balanced average method. The creationary work results in The New Fuzzy & Comprehensive Assessment Math Model. This model is proved to be scientific and rational. On account of only the data of NanTong VTS is full, so the dissertation evaluates only NanTong water traffic safety benefits quantificationally. The result can be the partial data basis to measure the beneficial degrees of shipping companies (vessels). The dissertation puts forward the charge idea with the use of the charge experience of freeway and comes out with the author's own viewpoints of charge procedure. In conclusion, the dissertation educes the main results and expresses the expectations of vista.
