Crew Factors Of The Impacts On Marine Traffic Safety Analysis And Evaluation

Sea Transport is the mainstay in the development of National Economic. Safety, effective and energy saving are the orientation in the development of sea transport. Among which, safety is on the first place. How to make a safer shipping and cleaner oceans have become a global focus. Unfortunately, marine accidents occurred frequently in the recent years. According to IMO's statistics, over 80% of the marine accidents are caused by human factor. This thesis refers to the standards of education, training, certification for seafarer and the standards of seafarer employment in shipping companies, uses the systematic theories and methods, and puts the human factor in the Safety Navigation System which consists of human, ship, environment and management, and establishes an assessment index model of seafarer's quality by utilizing the Analytical Hierarchy Process and applying fuzzy comprehensive assessment of Fuzzy Mathematic. The model will provide a standard in the assessment of the seafarer's background, education, training, certification and management in order to improve the seafarer's level of education, training, examination, assessment and the management of shipping companies, and to ensure the comprehensive quality of seafarer and safety of shipping.
