In order to improve the investment benefit and to adapt the economic development in the world, the construction management system was executed in Chinese construction industry since 1988. This action gained significant social and economic benefit, while some problems exited in the same time. These problems include that construction management mode is simple, management scope is limited to construction phase, management definition in practice and theory breach of the concept of the whole process management, management lacks of efficiency and standardization administration system. All of these baffle the development of construction management enterprise. Under the new circumstance of China's entry into the WTO, it is a serious problem that Chinese construction management enterprises how to confront the challenge of foreign enterprises. Research at present cannot satisfy the need in practice working.This thesis takes the methods of induction and case study on the author's experience, and analyses the actuality of project management, contrasts the differences of quality, character, content and model of project management in many countries. This thesis discusses the possibility of reforming the system of project management, improving the stuff of personnel, exploring the innovation model of project management, advancing the project management from consulting service to construction management at risk service, developing the construction manageemnt from construction phases to all phases including feasibilty study, policy consulting, bidding, maintainance and post evaluation under the new circumstance in order to setup a great deal of trustful construction management and consulting enterprises.
