This paper is mainly about the model and arithmetic of Airline Schedule Optimization Problem. At first, this paper introduced the general development of Air Traffic Management roundly, described and analyzed the single airport Ground-Holding model and multi airport Ground-Holding model systematically and discussed the relevant algorithms detailedly. Secondly, the theory base and mathematic model was introduced along with the corresponding heuristic algorithms of the Multi-Restrict Airline Schedule Optimization Model. Thirdly, a model named Flight Timetable Optimize and Management Method Based On Conflicts Detecting and Evading was established, which was based on the Multi-Restrict Airline Schedule Optimization Model. This model aimed at the actual airspace status of our Country and took the layout of the airline schedule into account, according as the detecting and evading conflicts, and then a modified heuristic algorithm was put forward. Finally, the East-China Area Airline Schedule Optimize and Management System was developed based on the work on expanding and simplifying the theory model and the modified heuristic algorithm which made it more suitable for dealing with the Unscheduled-Flight Timetable problem.
