In recent years,with the rapid development of civil aviation in our country,the contradiction between the rapid growth of air traffic demand and capacity supply relatively reduce increasingly prominent.At present,China has not establish national air traffic flow management system.Because of the lack of scientific method in flow control,airport and airspace capacity affected by the weather,the military,facilities decline sharply,or in the unpredictable traffic peak,large quantities of flight delays caused,produce the air traffic congestion phenomenon,this will seriously affect the air traffic order and flight safety.The ground holding strategy,as an effective means of air traffic flow management,can effectively absorb relatively expensive airborne holding into the relatively safe and economic ground,which not only reduce the economic loss and the flight delays,but also relieve air traffic congestion phenomenon.This paper will make study on the airport ground holding strategy.First of all,a dynamic multi-airport ground holding strategy model is established,the objective is to decide how much each flight is going to be held on the ground in order to minimize the total delay cost.In the model,the airport capacity and route sector capacity limits considered,we emphatically analyze the network effects of cumulative delay,the flight delay cost function,illustrates the exponential growth relationship between delay cost and delay time.Then,a heuristic algorithm based on priority calculation is proposed,according to the original flight plan data,we make simulation on two kinds of meteorological scenes respectively,the heuristic algorithm can effectively reduce the running time and obtain a relatively optimal solution.From the result analysis,it is concluded that the weather influence degree will cause different degree of delay.Under the bad weather situation,when route sector capacity appears plummet in a short time,re-route option is added to ground-holding strategy.Therefore,we modify the mathematical model.According to the data simulation validation,a simple comparison between the only-ground holding strategy,proves the ground-holding combine with re-route strategy is feasible and efficient.The results show that the set of multi-airport ground holding strategy model and decision method can effectively guarantee the validity ?economy ?safety of the flights.
