This paper is mainly about the model and arithmetic of Airline Schedule Optimization Problem. At first, this paper introduced the general development of Air Traffic Management roundly, described and analyzed the single airport Ground-Holding model and multi airport Ground-Holding model systematically and discussed the relevant algorithms detailedly. Secondly, the theory base and mathematic model was introduced along with the corresponding heuristic algorithms of the Multi-Restrict Airline Schedule Optimization Model. Thirdly, according to the factual work the modified arithmetic of the Multi-Airport Ground-Holding Model, is more effective and appropriate in Optimizing Flight Timetable. Finally, the MidJSouthern Area Overtime Airline Schedule Optimization and Management System was developed based on the work on the arithmetic discrpted before, which made it more suitable for dealing with the Unscheduled-Flight Timetable problem.
