Shanghai, as a prominent coastal port city in Eastern China, has been developing steadily in parallel with China's special economic zones since their foundation. This rapid development, however, has also brought about dense marine traffic problems in and around Shanghai seas, and safety issue is increasingly imminent and top importance. To improve marine traffic safety (MTS) and taking Shanghai 's MTS as its subject, the present paper probes into the existing methods regarding safety analysis and safely assessment and their application. Firstly, based on marine traffic accidents, the method of the system safety analysis is applied to analyze the safety of navigation environment system in the port of Shanghai and adjoining waters. Secondly, the model is designed to assess the harbor and its adjoining waters in term of marine traffic safety by means of expert investigation and reference to the method of fuzzy comprehensive assessment, which has been applied to determine the factors of the engineering design. Finally, on the basis of the collected data, the assessment model mentioned above is used to analyze and assess the marine traffic safety of Shanghai Port and its adjoining waters.
