Guangzhou port is one of the most important ports along the coast of China, also is themain hub port in Southern China. With the rapid growth of cargo throughput of the port, thescale of port construction is expanding constantly, the intensive degree increasing, shipnavigation risk increasing. According to statistics, there were38cases generally grade andhigher grade accidents, of which16cases in Guangzhou bureau area, accounting for42.1%ofthe waters accident, result in11people died,5ships sinking, and direct economic losses for47050thousands yuan under the control of Guangdong maritime safety administration in2012. Therefore, Deep analysis for water traffic accident to find and develop targetedmeasures of vessel traffic safety evaluation is very important in improving the level ofmaritime management and the ship navigation conditions, and in reducing the trafficaccident,and in constructing a safe port of Guangzhou port,etc.Based on the current situation of marine traffic safety of Guangzhou port waters as theresearch object, and the system safety theory and comprehensive evaluation theory as theguiding ideology, using the Fuzzy comprehensive evaluation method to evaluate the risk ofship traffic safety of Guangzhou port waters, to understand and control the dangerous degreeof navigation environment in Guangzhou port waters and the dangerous condition of the eachindex sign factor,and to predict the tendency. It is proposed to improvethe evaluation results of ship navigation safety according to the measures and suggestions,research results are as follows:(1) Have carried out the investigation for environmental and traffic conditions of shipnavigation waters of Guangzhou port, basically find out the risk fac tors of water traffic safetyoperation in Guangzhou port.(2) By risk analysis for the ship and traffic conditions in the port of Guangzhou trafficenvironment, to identificate the main factors that affects the navigation safety in Guangzhouport waters. According to expert,s research results, determines the weight of each affectingfactor.(3)Using the theory and method of fuzzy synthetic evaluation, establishes the assessmentmodel of marine traffic safety for Guangzhou port. (4) Evaluats the risk of vessel traffic of the Guangzhou port, according to the results, putsforward the measures to improve the traffic safety of the ship.The research results can attribute to the improvement of Guangzhou harbor watersnavigation safety environment and navigation conditions, rational planning of waterway, andprovide daily management with technical support. At the same time, to provide a reference fornavigation safety management for other domestic port vessels.
