| Marine traffic safety management is one of the most important parts of Marine traffic engineering. It is referred to as the management on vessels and waters for avoiding pollution and damage of vessels and cargoes. It aims at regulating vessel traffic, ensuring the security of the vessels and port facilities, avoiding and/or reducing vessel-related accidents and protecting marine circumstance against pollution. The thesis makes research on the marine traffic safety management of Xiamen Port.The thesis, firstly, throws much emphasis on statistics and analysis of marine incidents which took place in the past lOyears within Xiamen Port and the approach, in addition, a Grey System Theory analytical method is utilized to calculate and compare to each other the contributing degree of each area to the total of the said historical incidents. Secondly, a short-term exponential smoothing prediction on some pertaining quantities, i.e., the annual throughput and calling-ship number, is worked out based on the local historical data and development strategy, furthermore, an analysis on the quantities and activities of port-based small ferries and fishing boats is made on the basis of the practical observation taken by the Maritime Supervision Administration, Xiamen. These analyses show that the vessel traffic management system should solve several existing significant problems so as to satisfy the requirement of Xiamen Port's development. Finally, some suggestions about the main missions for the vessel traffic management system are raised according to the fore-mentioned analyses. |
