This paper starts with analyzing safety systems engineering, describing the current marine safety management system and explaining modern marine safety management from the point of view of safety systems engineering. It also introduces the dynamic marine safety management based on safety evaluation.Safety Evaluation is an important part in safety system engineering. It is regarded a token of advanced development and improvement of safety science by adopting quantitative analyzing and evaluation method to resolve safety problems. It's also a great progress in marine safety management to apply mathematics method and computing techniques in the study of quantitative relationship between obstacles/incidents and the factors resulting in them and to discover the quantitative variations and its rules.Marine is a risk industrial,safety is play an important role in marine industry, correctly evaluate marine safety state and safety degree is ensuring improve safety shipping, prominent the science significance,economy worthiness and society value.Marine Safety Evaluation Technology (MEST) becomes a demand in solving problems on marine safety management. According to the rent years' researches, due to the study on ship automation (intelligent or professional) collided-avoid technology since 1990's, the study of ship's behavior remains an important topic in marine science all over the world. It is proved that study of Safety Evaluation is still in a very preliminary stage and the methods and operations of it are quite simple.Marine Safety Evaluation is analyzed in several different aspects hereafter. First of all, there is an analysis of important factors of marine safety evaluation by identifying the scope and the objective of the evaluation and a study of marine safety evaluation index is included as well. It is an important thing to establish the evaluation index as an index itself represents the nature related to the object which is under the evaluation. Secondly, there is a research of safety evaluation, including the establishment and treatment of the evaluation index, a general research of all the existing evaluation methods and it contains an idea of combination of evaluation methods. Thirdly, there is a detailed analysis of the evaluation and implementation of marine safety. For the evaluation of marine safety issues, including problems on multi-project choice, multi-object sort program and single object integrate evaluation and so on, there may be a single evaluator or several evaluators. Due to the differences between evaluators' social status and the purposes of the evaluations, the processes of the evaluation are different.In essence, marine safety management is a qualitative category in safety management science.
