Waterway transportation is a basic condition of developing social economy and an important foundation of ensuring national prosperity and people's richness. Since China joined WTO, the Chinese ship-market and related assistant service will be gradually opened. With structural adjustment of waterway traffics and increasingly busy port development, the safety assurance of waterway traffics will face huge challenge.Ship's sailing safety supporting system is a integrated one which consisting of hardware systems such as Vessel Traffic Service (VTS), and software systems such as education and training, the management of enterprises, administrative supervision, the supervision of law. Every subsystem joins each other, and runs through each other. They play an important role in bringing into play the function of the whole system. The item mainly made use of modern computer technology and new-typed equipments of ship safety assurance to study and exploit optimal scheme of ashore ship sailing safety supporting system in a certain waterway of the lower reaches of Changjiang River.After many years' effort, Chinese VTS has maken great progress in the scale and level of construction. Furthermore, it has advanced level of the world in some aspects. However, it also has a large distance to the demand of sailing safety supporting system. Some ports in China used old systems equipped by foreign countries in 80ths, or 90ths. They have many disadvantages. VTS operators had to deal with much complicated works, the EMS memory and capability were so limited, no double-based system, unreasonable position of radar base station, inconvenient database, input with no comparison of English and Chinese, and so on. These problems have never been solved thoroughly, which greatly restrict the capability of assuring the safety of waterway traffics and reducing the rate of accidents. In December of 2000, the new fifth chapter of SOLAS was passed through in the 73th conference of MSC of IMO. In the 19th item of it, it was clearly specified that all ships should gradually be equipped AIS from 2002. Extensive application of AIS on aboard is bound to have important effects on VTS. Furthermore, with development of IT and ceaseless research of new-typed equipment of ship safety assurance, the system of VTS will come intoa new age. China must optimize present ship sailing safety supporting system, and improve it.The ship database is an important part of the ship safety supporting system as well as the important tool for VTS operator to know the ship data, allocate the transport flow, inquire over-aged ships and know the ships' dynamics. This author compared the advantage and disadvantage of the ship database according a research result in Shanghai, Chengshantou and Nan tong, and explored the new improved ship database with Borland C++ Builder software. It is also proved effective after running and testing.In the dissertation, the first chapter states the exordium, mainly introducing the background of the paper and stating the purpose and signification of the study and the reality of ship's safety supporting system in our country. The second chapter presents outside environment of ship's safety supporting system. It mainly introduces the standards and requirements in current international regulations, and shows present the development of IT technology and the exploitation of new-typed equipment of ship's safety supporting system. The third chapter states the establishment of the ship database. It mainly introduces the concept, specialty, some related knowledge about database designing. It emphasizes on the present status of the ship database in China and how to use C++ Builder 6.0 to design and improve the database. The fourth chapter introduces the characters of selected water area and water traffic condition in the lower reaches of Changjiang River. And then based on these characters, it gives the basic frame of optimizing scheme and requirements of using system. There are two designing schemes.
