With the rapid development of the global economy, energy consumption gradually tend to diversify, how to coordinate the relationship between energy and the environment become more and more important issue. In the process of sustainable development, the coordination of social, environmental, energy and the economy plays a vital role. People gradually explore clean energy which have less impact on the environment.In this context, the demand for natural gas is growing. LNG belong to liquid bulk dangerous chemicals, it is easy to pollution, easy to leak and its explosion have very dangerous impact. Compared with other ships, LNG ships have their particularity in explosion, fire, pollution and so on. Dongjiakou port LNG terminals are constructed or under construction. Port safety and LNG vessel traffic safety have brought greater impact on the environment safety and other ships. The purpose of this study is based on the navigable waters Dongjiakou environmental evaluation, analysis of the biggest factors that impact on navigation safety and to establish an evaluation model. After building the model calculations, we can give some safeguards and opinions based on the results. Finally, provide some scientific basis and reference.This paper is divided into six chapters:The first chapter, mainly deal with the purpose and significance.Through learning scholars’ research,try to find the suitable methods for the area; the second chapter deal with Dongjiakou Port navigation environment,mainly do some comprehensive analysis, including natural conditions and harbor construction; the third chapter introduce methods which are used; the fourth chapter analysis the factors that affect navigation safety and to determine the complete evaluation system, then calculate the index system; the fifth chapter has real ship berthing verification, and propose appropriate safeguards and recommendations; the sixth Chapter give some conclusions and outlook.
