Lancang-Mekong River is Southeast Asia's largest river, flows through, China, Myanmar, Laos, Thailand, Cambodia and Vietnam the six countries, with the "Oriental Danube" in the world. The international shipping on Lancang-Upper Mekong River (in this thesis refers only to the transportation on the navigable water between Yunnan province's Jinghong port and Chiang Saen port of Thailand) started in the nineties of last century, after more than twenty years development, with the deepening economic and trade cooperation of Basin States, the international shipping has become the most convenient and efficient connectivity of the business channel and a bridge of friendship. However, the development of the Lancang-Upper Mekong River's international shipping is under extremely difficult conditions. Lancang-Upper Mekong River (river between China-Burma border pillar No.243 to Vientiane of Lao is called Upper-Mekong River, hereinafter referred to as Lancang River) is mountainous river, rocks everywhere, channel narrow, fast flowing, navigation conditions is very dangerous; all basin countries are developing country, shortage of funds for the development of shipping, Navigation safeguard mechanism is backward; so far, none basin countries has navigation charts for ships. All these negative factors pose a serious threaten to safe navigation of ships, maritime accidents have occurred.To promote the healthy development of the Lancang River's international shipping, this thesis relies on the project from Yunnan Transportation Department, drawing on the methods of vehicle route guidance in the road traffic, study on the key technology of navigation guidance system for Lancang River. First, done coordinate alignment for the 152 Lancang River's hand-drawn TIFF format navigation maps, studied objects classification and coding method for Lancang River and constructed the electronic navigation chart library for Lancang River that meet the S-57 standard. Second, designed and implemented an algorithm to automatically judge the vessel is down the river or upstream according to the ship's position sequence. Third, integrate the software for inland S-57 electronic navigation chart (ENC) and the knowledgebase of Lancang River navigation guidance system, not only can real time display vessel position on the river map but also can give navigation instructions by graphics, text and voice according the vessel upstream or downstream, preliminary reached the purpose of navigation guidance.
