At the beginning of 70th last century, the British fire science researcher firstly put forward the concept of performance-based fire design. In past thirty years, with the deep study on fire science field of many countries, the Performance-based fire prevention design method has already created huge effect and influence, it has many advantages in economy, security and flexibility than traditional design method.Our country has obeyed the Prescriptive Code in fire protection design for a long time, but in the course of implementing code, we had some questions on restriction and security of the projects based on the Prescriptive Fire Protection Code. Our country had occurred several fire accidents and arisen great number of casualties in recent years, in the fire or other emergency situation, the safety evacuation of the people in the building is the primary concerned issue. This paper analyzed the disadvantages and restriction of the design method based on traditional perspective code, compared the difference between the traditional evacuation design method and popular performance-based fire protection method in the world.This paper analyzed the criterion of the safety evacuation, factors affected on safety evacuation, calculating method of evacuation time and the smoke layer falling time, typically introduced the several calculation method that I had know, such as the Japan three steps calculation method based on experience (awareness time, travel time, queue time) , two computer modeling calculation method such as Simulex and EXODUS and aspatial grid computer model of Hongkong. And it also analyzed and certificated the application scope and difference between the computer modeling calculation methods and Japan method with the practical project. All these are aimed to provided preference for performance-based design method and design of computer program for modeling evacuation of people, and advanced the steps of performance-based fire protection design method in our country.
