Intelligent Transport System is a newly developed comprehensive system to solve serious traffic problem. As two important methods in urban traffic management, traffic control and route guidance should be integrated for their intimate interaction and the complementarity of their function. There have been two approaches to address combined control-assignment problem since three decades ago:(a)iterative optimization and assignment procedure;(b) global optimization model. And researches have been developed from under static condition to dynamic condition. There are two problem in today's study, one is that most existing model emphasize on only one of the two method(traffic control and route guidance), and treat the other as exterior variable or constraint; the other is all of these models have a fundamental but unreasonable hypothesis, that is, traffic flow is resulted from user optimization. Under this hypothesis, the leading function of route guidance and traffic authority can not be fully bring into play.To resolve these problem, this paper proposes a new viewpoint-a combined control-guidance model be formulated in which management strategy bases on system optimization, and establish models applying game theory to solve the conflict between traffic system and individual driver resulted from system optimization.At last, an algorithm and a simulation on a typical traffic network are given. Through comparison of traffic volume and system total travel cost under three different condition, the conclusion is given that the management strategy based on system optimization can improve the network performance obviously, especially in the case of integration of traffic control and route guidance. And it is proved that the game theoretic model in this paper is practical and the algorithm is feasible.
