With the recent rapid development of Ro-pax shipping in Bohai Bay, the alarm about the problem of navigation safety of Ro-pax vessls has attracted wide public concern, so this thesis takes Ro-pax vessls as the objects of evaluation and studies the navigation safety in storm waves.In the light of seakeeping theory, the spectrum is applied for the description of waves. The method of prediction of the movement of ship in irregular waves is put forward. By this method, the rolling angle can be predicted in different conditions. This will help evaluate the stability of Ro-pax vessls and secure wheel-based cargoes.This thesis also studies the stability and sustainability of Ro-pax vessls in winds. A method for classification of vessel's sustainability in winds and seas has been developed based on the study of stability. In charpter four, the thesis also calculates the effect upon the stability caused by the water control and analyzes its effect upon the sustainability in winds.At the same time, the danger of Ro-pax vessels' navigation in astern seas is studied. The calculation of the righting arm of ships in astern seas is given in this paper. Righting arm curves for different ship-wave relative positions are calculated. Basing on the calculation of roll stability in astern seas, decision making method is also presented.At last, in the light of the shipping actual conditions, the thesis put forward safety management suggestions which will benefit the shipping industry.This research can be used as a useful basis and reference by the harbor surpretendents and shipping company controllers to make a scientific decision. Hereby it's of practical value on Ro-pax shipping in Bohai Bay.
