This thesis took the Ro-pax vessels in the water area of Bo-hai Bay as the objects of evaluation and approached the problem from the single vessel angle. Basing on the comprehensive analysis of the internal and natural environ-mental factors that affect the navigation safety of Ro-pax vessels; correlative materials about safety evaluation; the survey, analysis and statistics on the data of the true vessels, and combining with the correlated findings of other scholars, the author has established a criterion system on evaluation and took the mathematical means of Fuzzy Comprehensive Assessment to formulate a quantitative assessment standard of evaluation factors and ascertain the Membership Degree of them. Thus, by the means of AHP, the author tends to determine the importance of these factors and conducts a multigradation mathematical model on comprehensive assessment, on the basis of which. The author has developed a series of applied software on safety evaluation. This research can be used as a useful basis and reference by the harbor suiperintendents and company controllers to make a scientific decision. Hereby it's of great practical value on navigation.
