With the economic growth of Bohai regional zone, the passenger roll-roll transport industry enjoys a surprising increase. Meanwhile, the accidents relevant to ro-ro passenger vessel can not be ignored, especially in heavy weather. For example, the "11.24" marine accident caused a great loss to production safety. Although the accuracy of weather forecast has been improved a lot, the Bohai Bay's special geographical feature brings challenges. Therefore, it is very essential to make safety assessment to ro-ro passenger vessel sailing in Bohai.Setting the ro-ro passenger vessel's security in stormy weather sailing in Bohai as the research object, this article first made a summary of the weather condition of Bohai Bay, then, combined with ro-ro passenger vessel's characteristics, this article analyzed the stormy weather's impact to ship security, including the detailed risk factors. Through practical measurement and questionnaire survey, based on the obtained data, this article utilized probabilistic influence diagram, verifying the assessment results. To some certain degree, this article provided theoretical reference which can be referred by authorities to rule safety regulations.
