With the recent rapid development of Roll-pax shipping in the water area of Bohai, the alarm about the problem of navigation safety of Roll-pax vessls has attracted wide public concern, so this thesis takes Roll-pax vessls as the objects of evaluation and studies the navigation safety in heavy weather.This thesis takes the Roll-pax vessels in the water area of Bohai as the objects of evaluation. Based on the comprehensive analysis of the factors that affect the navigation safety of Roll-pax vessels, the evaluation index system is ascertained through expert questionnaires combining with correlative materials about evaluation. The Analytic Hierarchy Process (APH) is used to confirming the every index's weight, fuzzy comprehension evaluation methods in fuzzy mathematics are used to establish the model for quantity evaluating safety in Roll-pax vessels. And the model is verified. Establishment of this model affords a good method and warranty in quantity evaluation safety of Roll-pax vessels in heavy weather. The research can be used as a useful basis and reference by the managers and captains of shipping company to make a scientific decision. Hereby it is of great practical value on navigation.Finally, the suggestions for safety management of Roll-pax vessels are presented Roll-pax vessels combined the actual situation of Roll-pax vessels transportation in the water area of Bohai.
