The problems of environment frangibility, water shortage in spring, electricity scarcity, flood disaster have restricted the sustainable development in Yeerqiang river basin. The construction of key water conservancy project, the uniform programming and operation of water resource in the basin are the prime approaches to solve the problems. Combined with the practical program, the problems of united dispatching of reservoir system in Yeerqiang river basin is studied deeply in this paper by using the theory and method of system science, the model of operation of reservoir system is purposed, the characteristic water level of Aertashi reservoir are selected, the operation function of Aertashi reservoir is established to direct the operation in the future. The main research content and results are as follows:(1) The problems confronted in Yeerqiang river basin are pointed out, and the urgent necessity for this research are also discussed. Based on detailed depiction of present research trends and development in the field of dispatching of reservoir system, the study contents and methodology of this paper are put forward.(2) Through the analysis of the dynamic trends of annual runoff of Yeerqiang river, the change trends of annual runoff is acquired.(3) After the analysis of the actuality of water resources , the requirement to water resources of every department, the basic situation of every reservoir and hydroelectric station, the optimal dispatching schemes of water resources are purposed, the simulation-optimal model of operation of reservoir system areestablished and solved by using man-machine dialog arithmetic.(4) The analysis of rationality and reliability of dispatching results are carried out.(5) According as Different dispatching results under different parameters combination of Aertashi reservoir, taking into account hydraulic, energy, investment index etc, the characteristic water level of Aertashi reservoir are selected by applying fuzzy optimal selection theory and grey relation analysis theory, and the optimal parameter combination is recommended.(6) Based on deep analysis of the current study trends of reservoir operation function and various factors which affect it, the operation function of Aertashi reservoir is established by using BP neural network method and checked.
