Reservoir optimal operation is a multi-target, multi-attribute, multi-level, multi-stage complex decision process. As the water resources crisis intensifying, it willcause the stress effects on the ecosystem considering just flood control, water supply,power generation and shipping etc in the process of reservoir optimal operation. It hasaffected the ecological health in different degrees and can not meet the requirement ofsocial sustainable development. Thus, reservoir multiobjective optimal operation withconsideration of ecologic regulation has become hot research now. In currentresearch, the uncertain factors in scheduling scheme comprehensive evaluation modelare hardly considered. What’s more, the most dispatching decision support systemsare developed by C/S model and their information integration is imperfect. Therefore,researching reservoir multiobjective optimal operation with consideration of ecologicregulation, establishing scheduling scheme comprehensive evaluation model withconsideration of uncertain factors and developing dispatching decision support systembased on B/S model have important theoretical and practical significance. In thispaper, the main research contents and results are as follows:(1)The short and long term runoff forecast models were established by using thetime series analysis method, improved xin ’an river model and genetic algorithm-BPneural network hybrid model. The future of the short and long term runoff changecould be predicted. At the same time, the reservoir water demand prediction researchwas also carried on. The forecast data provided basic data support for reservoiroptimal operation.(2)We established reservoir multiobjective optimal operation model withconsideration of ecologic regulation under complex restrained conditions and themodel was solved by using dynamic planning algorithm and genetic algorithm. Then,the demand of water quality and instream flow was met and the reservoir ecologicregulation was realized. Finally, reservoir optimal operation scheme was gotten.(3) The reservoir scheduling scheme comprehensive evaluation model based onimproved set pair analysis was established. The difference degree coefficient wasimproved by using the grey system theory. The uncertain factors of schedulingprocess were brought into the evaluation system. Meanwhile, the objective and subjective comprehensive weight method was put forward which determinesrespectively through the analytic hierarchy process and entropy weight method.Thus,the final decision-making of the reservoir scheduling scheme was realized(4)As an example for a reservoir in Chongqing, the reservoir optimal operationtheory was applied to engineering and dispatching decision support system wasdeveloped based on B/S model and J2EE technology. The network program systemwas developed by using struts framework. The hibernate technology was used intodatabase access layer which considered the safety and stability of the database.Thesystem realizes the reservoir water resource optimization dispatching operation andprovides theory support and technical support for the optimization of reservoirmanagement. It has important guiding significance for the engineering practice.
